Hello, As far as I know, In gstreamer 1.12, mp3 decoding is done by the mpg123 plugin (libgstmpg123.so) in gst-plugins-ugly.

Correct me if I'm wrong, the Ubuntu installer suggests gstreamer1.0-fluendo-mp3 for mp3 decoding. I don't know whether Fluendo (the company) still maintains that plugin or not.
