I only ask this to help me understand the details of package maintenance better: is there a significant difference between bionic and focal here? It looks like bionic got the ca-certificates update as well, so are there other reasons why only bionic would get the fix backported? I had assumed there was something I didn't understand, but maybe it was just an oversight.
