Apparently, 24.04, IIUIC. The development release (mantic, to be 23.10) ships a 2.38-based package [1], which is close to the latest available in Debian [2], and the scheduled date for Feature Freeze/Debian Import Freeze (stop point for new features/packages) is ~1 month from now [3], so unless, until then, Debian ships 2.39 and Ubuntu merges it, mantic/23.10 should ship 2.38, and likely n-series/24.04 is 2.39+. (Happy to be corrected if I'm missing something about the release process.)
