Hi,

Non-native packages that are uploaded directly to Ubuntu should have a
Debian revision -0ubuntuX (where X starts with 1). A Debian revision
that doesn't contain 'ubuntu' indicates that the package comes from
Debian (e.g. 1.0-2 or 2.3-1ubuntu2). Is this common knowledge or
specified somewhere?

I found some packages in main that do not follow this scheme:

udev
upstart

Why did this happen? Will the version fixed in the next upload?
