I would highly suggest that you give a try to publican. It's already available in Ubuntu and I co-maintain it in Debian. It's docbook based but it generates good looking documentation, and it has very good translation support. http://packages.ubuntu.com/natty/publican It generates HTML (single/multi page), PDF, ePub and is extensible. It has been created to handld RedHat/Fedora's docs and the developers are very responsive.
