This is true.  debian/control cannot express the difference between
dependencies needed to build the source package and those needed to build the
binary packages.  The real fix I think would be in the format of
debian/control to handle these (admittedly few, but always annoying) cases.
In the meantime, build-from-branch needs a workaround for that case.
