Last time I talked to James, he said that the lp:ubuntu/ branches should only be full-source ones, not the debian/ only branches that the desktop team uses in their branches. I'd actually prefer if the lp:ubuntu/<branch> would not be created in the first place for packages which already have Vcs-Bzr: pointing to launchpad.
