The closest thing to this that we already have is ubuntu-defaults-image from the ubuntu-defaults-builder package. It currently only allows you to add one PPA, but it's a very simple fix to allow arbitrarily many. So you can currently do ubuntu-defaults-image --ppa chase/koolstuff --package ubertouch and it'll build an .iso for you. Please check the manpage for further details, and feel free to ping me/file bugs/send patches for extensions. If you want to do something more complex, you can use live-build directly, but it takes some setup and learning.
