We didn't want two versions of gnutls in main, and gnutls28 has a license change, so we can't just build everything against it without checking licensing first. If some stuff can't be built with the new gnutls because of licensing, we need to decide either to push those packages into universe, or accept having two versions of gnutls in main, which would be unfortunate.
