As Bhavani was saying, votes are being tracked on the mailing list, but my personal preference would be that reviews are done from a central place (MyApps), where developers (who are not subscribed to the mailing list) can see the status of their submission. In terms of implementing a voting feature on MyApps, the first step should be to submit a bug to https://bugs.launchpad.net/developer-portal/+filebug - but to set expectations, I believe at least this cycle is a maintenance mode one for MyApps.
