I have edited the "Persistent environment variables" section: https://help.ubuntu.com/community/EnvironmentVariables?action=recall&rev=74#Persistent_environment_variables
Previously it said that the PAM files should be used, and that all other files are not recommended. Now it says that ~/.pam_environment and ~/.profile are suitable for user level settings, and that /etc/environment and /etc/profile.d/*.sh are suitable for system-wide settings.
