Please let me correct myself:

I see now that flashplugin-installer gets the plugin from the adobe-flashplugin source at <http://archive.canonical.com/pool/partner/a/adobe-flashplugin/>, and is updated when adobe-flashplugin is updated.

So I'm a little confused. Enabling Canonical Partner, if the user requests installation of third-party software, and installing the adobe-flashplugin package still appears to open for a smoother work flow, and would probably make it possible to drop flashplugin-installer.
