Well they both do this:
try:
import pkg_resources
pkg_resources.declare_namespace(__name__)
except ImportError:
import pkgutil
__path__ = pkgutil.extend_path(__path__, __name__)
But both python3-lazr.delegates and python3-lazr.config Depend: on
python3-pkg-resources, so the ImportError case should never occur...
