I'm working on libreoffice and took a look into this.

Gengal is a utility provided by the libreoffice-dev package, which is not installed by default alongside libreoffice-common and friends.

However, when you install libreoffice-dev, there is still no /usr/lib/libreoffice/program/{gengal, gengal.bin} in any libreoffice 7.x but they are present in 6.4.6. Looking into the LO packaging, those files should definitely be there.

I've opened a bug about this because it will take a bit more investigation to root cause and fix:
