I have the same problem (no Bluetooth) same hardware (Eee 1000). Attached is the output of the first command.
# sudo hcitool dev is not found: :~$ sudo hcitool dev [sudo] password for ...: sudo: hcitool: command not found" Curiously, there is no /etc/default/bluetooth file. Seeing this I rebooted just to double check that I had enabled Bluetooth in the BIOS. I had and it (still) is.
