Igor Tkach proposed the following answer: Right-click on the top panel, select "New Panel" - this gives you another panel (at the bottom, but you can chose orientation in panel properties). Right-click on the new panel, select "Add to Panel...", pick Window List applet, click Add. You may want to consider adding Window List applet to the top panel instead to save vertical screen real estate.
