gifford confirmed that the question is solved:
this actually did help. ensure that when you exercise the outline
procedure that you tell the volume control not to reload. re-add
manually to the tray to ensure that it identifies with the new settings
as it reloads faster than the settings can come online.
also ensure after reloading the volume control that the masters are set
to the level you desire. this eliminated the low volume result.
the cited page may need updating to annotate that it ALSO APPLIES to
8.0.4.1 as this is the release where this appeared
