Similar problem, except Fn+F2 can get wireless back on. Most times, the network manager applet lists access points correctly, but cannot connect. Sometimes it connects and shows bars, but is not sending packets (opening a browser times out, updates can't talk with the server, etc), and sometimes it works beautifully. This is for both secured and unsecured connections. The problem occurred before I started using that applet, however. After boot the wifi is active and clicking on the Networking icon a list of all the access points in range is correctly shown. However, after selecting one AP, the password is eventually asked but no connection is possible. The first dot becomes green, the other stays grey and after a while the attempt fails and the first dot goes back to grey. It happens with both WAP2 and open AP. Fn+F2 keys can disable the Wifi and the blue led indicator switches off correctly. When I try to reactivate the card the led goes blue again for just after 5 seconds and then it goes back off again. The only way to reactivate the card is to reboot the system.
