Kyle Barger confirmed that the question is solved:
It turns out that "Add/Remove..." adds what is listed in the synaptic
package manager as "krdc-kde4". The current version is
4:4.0.3-0ubuntu1. However, there is also a "krdc" package listed in
synaptic. I installed this version and the scrolling and screen zoom
work fine. Current version on this package is 4:3.5.9-0ubuntu1.1.
