Question #50031 on Ubuntu Eee changed:
https://answers.launchpad.net/ubuntu-eee/+question/50031

Christopher proposed the following answer:
Thing is that eeepec-update requires some meta-package to be uninstalled, hence
the "partial upgrade". installing eeepc-config from shell, ie "sudo apt-get
install --reinstall eeepc-config" should do the trick.
If not, try doing a "remove" and then an "install"
