I can not answer all of that but having been a QA iso-tester since 8.04
I can refer to this page:

As an official flavor we must follow certain guidelines, specifically in
this case:

"Follow the milestone and release processes. "

So we can't just decide to release later than Ubuntu itself, I wish we
could :^)
