You might want to submit your enhancement request regarding the icon size to 
GNOME tracker, it would benefit others as well.


As for the icons, open Nautilus -> Go to Preferences -> Change defaults [1][2]

About nautilus...

I seriously hope Ubuntu will patch big icon size introduced in Files-3.16, 
inherited from non existence touch screen design Gnome follows. They increased 
the icon size from 48 to 64! On my 1366x768 screen it appears gigantic. 
Increasing zoom level doesn't help because it only affects a single folder.


I am pretty sure that Ubuntu will patch it for 15.10, but I want it 
Ubuntu-Gnome as well.
