It's not the first time I find this kind of problem with an OEM preinstallation (Ubuntu-Gnome 14.04): Once all tasks are done (including updates), I use the launcher called "Prepare for shipping to end user", it asks for oem password, okay, and confirms that "oem-config will run the next time the system boots."
