You need to divide services from hardware management packages. SMB is a service. ifenslave allows me to manage hardware (handling network devices). In an HA environment is extremely common to bond interfaces. If you don't want to install ifenslave directly, then you can consider having an ubuntu-ha metapackage/task that will pull it in but don't leave a cluster server without.
