The stable/queens tests in OpenStack run with pike UCA. Since there
seems to be no updated keepalived version in that repo, it means that
they are using 1:1.2.24-1ubuntu0.16.04.1.

I tested things manually a bit and it seems like the neutron test might
be trying to verify the broken behaviour of 1.2.19, so it fails with
1.2.24. I'm still confused as to why it does not seem to fail with
1.3.9. Trying to reproduce with a standalone keepalived setup, both
1.2.24 and 1.3.9 show the correct expected behaviour.

Bug description:
  It looks that keepalived 1:1.2.24-1ubuntu0.16.04.1 which is available in 
Xenial repositories breaks CI functional tests in OpenStack Neutron in 
stable/queens, stable/pike and stable/ocata branches.

  In master and stable/rocky branch we are using cloud-archive apt repo which 
already have keepalived in newer version 1:1.3.9-1ubuntu0.18.04.1~cloud0 and 
this works fine.

  Some details about issue:
  It looks for me that keepalived in broken version clears all IP addresses 
configured on qr- interface in router's namespace and that cause failures of 
tests but it also may (probably) cause to some real issue in production when 
Neutron with HA routers is used.
