So, running soundmodemconfig is a MUST. But even when running soundmodemconfig, the /etc/ax25/soundmodem.conf won't be created until the directory /etc/ax25 exists. If you install the ax25 packages, the directory will be created, and then you will be able to configure soundmodem. However, the ax25 packages are not dependencies, so this is totally a bug. Since this package is imported from Debian, you should file a bug report on Debian and link it here.
