Hi team!

I'm one of the maintainers of aprx in Debian - we've had a bug report I wanted 
to pass on.
I didn't want to file this as a bug, I'll leave that to your judgement.

The bug report is linked below [1], but the general gist is that with the way 
it was packaged in 2.9.0+dfsg-2, the package installs, enables and starts using 
the default config. This config connects to the T2APRS servers using a dummy 
callsign and proceeds to do *absolutely nothing*. 

They have contacted us raising the bug as it's causing unnecessary traffic on 
their servers, so I feel it's my duty to pass it down to y'all.

As Debian's in freeze, I have triaged the bug with 2.9.0+dfsg-3 release, 
viewable at [2], which I'm waiting to get an unblock from our release team into 
current testing. Launchpad tells me it's already been pulled into Impish.

The fix comments out the dummy callsign in the default & sample configs and 
disables the application on first install. The daemon will either exit cleanly 
on upgrade or never start without user intervention. 

Once we're out of freeze, I'll tidy up the rest of the debian folder to latest 
dh version, standards etc too.
