I just tried what you said-pressed Ctrl+C and skipped the task.
Got my ubuntu running.

I think you can press Control-C to skip a task during boot. So when
that hotplug task appears, try pressing Control-C once, to skip it.

Also, what kind of hardware (CPU, memory, etc.) does your computer
have? Such information would be helpful to determine why hotplug is
taking such a long time.
