Hi Anurag, I am based in Delhi, so I can-not really offer your the kind of help you might be looking for; but one of my relatives had faced similar problem before; and the fix was quite simple; so I want to share that with you if that could be of any help.
Airtel/BSNL offers 2 modems - USB and Ethernet. In case of USB modem, you need to install some stuff (provided by the the ISP) on Windows to get the connection working. In case of Ethernet modem, you don't need to install anything (be it Windows or Linux) to get the connection working. So, in case BSNL is giving the USB modem and the problem is because of that, then using the Ethernet modem could be an option. If that does not help, then if you could share what exact problem your father is facing, then the community might offer your some suggestions.
