If you are looking to set up a local repository for an intranet you can try out apt-cacher which I think can do what you want it to do. <http://www.zyxware.com/articles/2008/01/18/use-apt-cacher-to-save-bandwidth-multiple-pcs> But if it just on a local machine can't you just add the directory to the list of repositories.
