The disclaimer is not just irritating but much unethical and legally incorrect. The disclaimers mean that the mails, thereby the mail account, should be used for confidential and official communication purposes only. Generally, in any of the other public mailing list I know of, including a lot of open source project's mailing lists, such a mail will result in the sender getting unsubscribed from the list and even banned. The list is open, but for people who follow the ethics.
