1. Ubuntu server install CD has no GUI packages. 2. Yes you can simply do 'sudo apt-get install ubuntu-desktop' and it will download the packages form internet and install them. Ubuntu server is not any special operating system. It just includes packages related to server applications. The packages are form same repository as normal Ubuntu desktop edition.
