AFAIK it depends on the router. The router provided by Airtel works fine 
whereas that provided by BSNL doesnt work with USB.
The kernel module for Airtel(Beetel) router's USB interface is 
cdc_ether, but this page says that it depends on the interface

Mine USB interface detects as Broadcom (no 9)

USB modems have always been a mystery for me because many of my friends 
as the same question.
