Right-click on the panel at the top, and select "New-panel". A new gnome-panel should appear. Drag the panel to whatever position you prefer (side or bottom). Right click on the new panel and select "Add to Panel", an option window will appear, from that select "Window List" and click "Add". This should do the job. Hope it helps.
