What do you mean by every CD/DVD is blank? Then how are you able to copy/run data/programs from the disc?
Please post the result of the following command in a terminal -

cat /etc/fstab

I mean to say that ...suppose I've inserted a data dvd or cd in my laptop, ubuntu  recognise it as a blank cd/dvd ..while other OS can read the CD/DVD and I'm able to copy the data/run program in same laptop it means there is no any problem with my DVD burner

(I've dual boot with windows XP and ubuntu )

This is the output of the command

# /etc/fstab: static file system information.
#
# Use 'vol_id --uuid' to print the universally unique identifier for a
# device; this may be used with UUID= as a more robust way to name devices
# that works even if disks are added and removed. See fstab(5).
