In my experience, virtualbox is the easiest to set up and run.
However, please be warned that I have not tried out alternatives
in a while. Also, Xen is apparently more efficient than
virtualbox.

I do believe that there are no legal issues with running Windows
XP in a virtual machine. The same might not be the case for Windows
Vista.
