1. It looks like the packages which were downloaded as updates filled up the / partition. First thing you can try is cleanup these packages with command 'sudo apt-get clean'. 2. You can not change package installation path from / to /home. 3. It is not possible to resize the partition when you have booted in same OS. It is possible to resize partition with a Live CD. Either use Ubuntu live CD or gparted live CD. You will have to boot from live CD, decrease the size of /home partition on your hard disk and then increase of / partition. At no point of time you should format the partition or change the partitioning structure. Hope this helps.
