Actually the problem is with the exchange and the recent spate of severe weather, lightening that hammers the communication lines, I think the exchange itself has some severe problems, combined with bad last mile phone cabling, Being a mountain region the exchange is physically vulnerable to lightning strikes anywhere in the vicinity so the SOP is to disconnect everything - both at the user end and believe it or not even the exchange does the same - they physically disconnect every thing at the drop of a hat.
