Try to follow the steps to over come your problem & installing flash :-
1.Go to /etc/apt/sources.lists file
2.Uncomment the restricted repositories &save
3.apt-get update
4.apt-get install flashplugin-nonfree
2nd procedure :
a)apt-get install apturl
b)apt-get update
c)apt-get install adobe-flashplugin
3rd procedure:
a)download the latest flashplayer form adobesite
b)check the permissions and ownership for .deb file
c)install it using synaptic .

I am using ubuntu 8.04 hardy, should i upgrade it to 8.10?
which one is more stable?My suggestion would be to install ubuntu restricted
extras, which automatically installs adobe flash 10, java jre etc
sudo apt-get install ubuntu-restricted-extras
or
use synaptic
