How do you know its not working? Did you compare any benchmarks?
AFAIK, cpufreq always shows the rated maximum cpu core frequency even
if it is operating at higher frequencies. But a few issues that were
present seems to have fixed in kernel 2.6.33 as per certain forums.

So hopefully Lucid will get better support for this.
