Yes, It should pass through wireless router unless you connect 2 systems via
wired connection directly

If you are using GUI to access files from different machine, then I do not
know how to limit the bandwidth usage, but there is an alternate way using *scp
*command which can be used to transfer files with *-l* option

So I suggest you to use *scp -l*
to find out more
*man scp *
