mplayer -loop 0 -ss 14:22.34 -endpos 1:31.78 file.avi
I'm assuming your video file isn't 15 hours long.(Fix accordingly if it is).
And I'm not sure how granular mplayer's seek time is, it's possible that it
might not be able to seek to centi-second accuracy.
