I personally feel Drupal would be the way to go, especially with the efforts like here https://launchpad.net/ubuntu-drupal which aim to make Drupal even more suitable for LoCo teams. We could segregate content into editable wiki section and have more static introductory pages. I second Nitish's blog aggregator proposal (which once again can be easily done using Ubuntu Drupal Planet https://launchpad.net/ubuntu-drupal-planet). Also, IMHO having a separate login system is redundant and we should seek to integrate with Launchpad or Canonical Single Sign On.
