Go to *System* -> *Administration* -> *Users and Groups*

Select the user which u want to make access permission and then click
on *Adanced
Settings* it will prompt you to enter admin password..then the Advanced
settings page will popup, and in the Advanced settings page click in the *User
Privileges* you can set for many restriction
