Question - How are you downloading - torrent or download manager

It seems like your download method is hogging all the bandwidth - in
the torrent manager there should be a setting to "honor global limits"
meaning don't hog and / or limit download speed to foo n speed.

These options should be there in the download manager as well.

Pause your downloads and start another large download to see if this
problem repeats.
