Hey, It might be good if you can give us the output of either lsusb or lshw, for your touchpad. If I am not wrong, it will be a Synaptics device. In that case, you could search the repositories for a synaptics configuration package (don't remember the exact name). Install it, and see if you can enable scrolling.
If this does not help, it is most probably a driver issue, and I have no clue how to resolve that.
