the installer looks for local0,1,2.. until it dosn't find one. so local1 wont' work if you don't have a local0. (at least that is what I undersood a few years ago)
if you are using a proxy, something wants to do something on a port or something expected, and the installer silently ignores the error. dig around in squid-deb-proxy bug tracker for details (which may apply to other proxy/firelwall setups you may have) sorry I don't have time for more details today - have to run.
