"A" needed before "signal meter":
[...] if it connects successfully will then change to display [a] signal meter.
Might also be better as two separate sentences:
The NetworkManager icon in the top panel will animate as Ubuntu attempts to
establish a connection. If it connects successfully, the icon will change to
display a signal meter.
