Technically speaking.

irc.freenode.net is a dns alias (CNAME) for chat.freenode.net.

chat.freenode.net points at many different irc servers.

freenode.net (and www.freenode.net) is the freenode website.

irc.freenode.net (chat.freenode.net) are the actually irc server(s)
address.

The reference to irc.london.gov.uk refers to a irc server, not the
website. Therefore it is accurate.
