Ah, I haven't been following the DIY project much, but as I understood it, it was intended to be a better place to post do it yourself marketing ideas than the wiki... as such I kinda assumed that it would have at least an equivalent (or better) feature to the wiki's "Attach File" function and that a separate mailing list wouldn't be needed. Having said that, the devel team has two lists, so it's perfectly possible that the marketing team might be able to justify having two too; I just don't know what the justification is, because I'm not heavily involved in the team.
